Small victories…

Amid all the talk about the County Commission’s massive transit failure, comes a little bit of happy news. Last week the Commission approved the purchase of approximately 100 acres of land beyond the UDB to be placed under the Environmentally Endangered Lands Program. While 100 acres is not a lot, every little bit contributes to a green belt around the County that will perpetually hold development and buffer the Everglades from existing developed areas.

To date, the County in partnership with the South Florida Water Management District, the State of Florida, & other funding partners have aquired approximately 18,190 Acres of land throughout Dade County since the inception of the Environmentally Endangered Lands Program.

Miami-Dade Commissioner has an ‘idea’

Miami-Dade Commission Charmain Bruno Barreiro woke up this morning and decided that he wanted to see a permanent development boundary somewhere west of the UDB (and east of Naples). Matthew Pinzur writes about Barreiro’s big idea in the Herald. He wants to rethink the boundary so that there is a buffer between the Everglades and the UDB. What?? He wants to hire a consultant to decide where that line should be. Pinzur points out though that “Barreiro’s idea of hiring experts has been tried and ended up stymied by politics. Most recently, the county spent six years and $3 million on the South Miami-Dade Watershed Study, an attempt to protect water supplies that evolved into a complex 40-year plan for growth management.” You go Pinzur!

I took a stab at studying the Watershed Study expecting bad planning policy and a series of platitudes about parks and birds and butterfly’s being important. I was surprised to find an intelligent, well thought out document. The report describes that Dade County’s “two major policy choices for the future can be characterized as either a Sprawl Scenario or a Smart Growth Scenario. The long-term consequences of a sprawl scenario are enormous. This is the path that the County is on today. The Smart Growth choice will require the County to take some bold, but achievable, policy steps. The benefits of choosing a Smart Growth policy are substantiated by the Study and supported by the literature.” Sounds good, right? It gets better. The study makes policy recommendations based on the current stock of housing, along with projected population growth:

Specific Watershed Policy Guidelines:

2007 through 2025: Allocation of 100 percent of the required 102,000 dwelling units inside the existing Urban Development Boundary (UDB) through 2025;

2026 through 2050: Allocation of a minimum of 60 percent (61,000) of the required 102,000 dwelling units inside the existing UDB between 2026 and 2050″


How much more clear does this issue have to be? If you have a chance read through the document. It has a lot of great graphics and data that support land use changes within the boundary that increase density along transit corridors (new and existing). We need another UDB like we need another 8 years of George Bush. Lets try implementing the policy recommendations that have already been made. The more these commissioners talk the more irrelevant they become.

In other UDB related news, the West Kendall Community Council delayed a meeting last week to discuss a project called ‘Parkland 2014′, a Lennar development that encompasses over nine hundred acres outside the UDB. “According to the completed plans filed with the county earlier this year, the developer is proposing 1,257 single-family homes, 2,436 townhomes, 3,248 condos, and about 200,000 square feet of retail space off Southwest 152nd Street and Southwest 162nd Avenue.” Oh Jeez.

A few of this weeks news:

  • A bill to authorize a major deal between CSX Railways and the State of Florida to provide 61 miles of commuter rail around Orlando is trying to get through the State legislature today before the session ends. This would be a great move in the right direction for Central Florida. It also revives hope of a statewide rail system that could connect major urban centers and connect to local commuter rail. It is a boon for regional transit, and a great opportunity for rail lines throughout the state to really consider the benefits of public-private partnerships with municipalities as a way of providing mass transit. I for one want to see a line along the FEC corridor from downtown Miami to Ft. Lauderdale and points beyond. Then we’ll be cooking with gas.
  • Surprise surprise, we are again in the top 5 cities with the worst traffic. It’s no wonder Miami is the cleanest city in the country, nothing gets dirty if everyone stays in their car…
  • Not to beat a dead horse….I was trying to make this UDB fight a little less frustrating by being optimistic about the future of planning in Dade County when I read a couple of letters in the Herald today from Katy Sorenson and Natasha Seijas. Kudos to Commissioner Sorenson! You really get what this is about. Shame on you Commissioner Seijas! Your blatant disregard for the environment is clear from your leadership record on this issue. You claim that the UDB has been around since 1983, but according the Planning Department documents, the UDB was an implied line that was enforced by land use policies and maps since 1974. According to these same documents, based on an influx of 30,000 people a year, we have enough residential capacity until 2018, enough commercial until 2025, and industrial until 2029. I find it hard to understand why, given the best judgment of the county planning department, basic good planning principles, and negative recommendations from two different regulatory bodies, you wold move forward with this obviously backward decision. If, as you say, you are awaiting a report from the EPA, why not delay these decisions until then? Please save your platitudes for your constituents, and don’t patronize us by pointing out that the land use policy outside the UDB is just as bad as it is in. Thanks. If you really were really interested in solving these issues you would work on fixing these issues, and not touch the UDB. Here’s a suggestion, how about some creative thinking about our agricultural land and where we get our food. For example, if local agricultural interests worked to supply Dade County Public Schools with part of their dietary needs, you would find reduced shipping costs, and increased demand for local produce. I’m sure if you put your thinking cap on you could think of some win-win solutions (to quote Kordor). Incidentally, I made a little graphic that shows how commission votes were divided geographically across the county (green is against expansion and pink is pro), and what it shows is that the commissioners who voted no are predominantly in areas that are at risk of facing future UDB fights (Districts 8 and 9) or facing a backlash of overdevelopment (District 4). Miami’s Urban Development Boundary Crisis

Does anyone even care anymore? With all this talk about global warming, alternative fuels, and the trimming of every government budget due to major financial cutbacks, you’d think the community would be up at arms about an approval to build even yet more development on our western fringes. Ecosystem destruction? Check. Vehicular-oriented development? Check. Massive unnecessary infrastructural strains on the County? Check. This approval falls in line with every single reason why living in South Florida has become extraordinarily difficult for the average middle-income family.

I’ll tell you this much, I’m fed up and Transit Miami is going to do something about it.

For those of you who are still out in the dark, the County Commission moved the UDB boundary again last week in order to accommodate some projects in the name of the community saving special interests. Disgustingly, the 9-4 super majority vote is enough to override the impending veto by Mayor Carlos Alvarez. In doing so, our incredibly intelligent elected officials have defied the opinion of local planning experts (not just us), most County residents, and State growth management officials.

But the county commission overlooked those pleadings Thursday when it approved two controversial applications to build outside the UDB — one for an office complex, another for a home improvement center, which includes plans to build a new high school. The state, mayor and planning and zoning board’s pleas also were ignored.

Big box retail and absurdly placed office complexes (with plenty of parking), just what nature called for along the edge of our shrinking everglades ecosystem. 600,000 square feet of office space in a river of grass would equate to something like this:

The county planner said construction outside the UDB isn’t necessary because there is enough space available inside the boundary for several decades.

Sorenson stopped her colleagues before the final vote, warning of a long fight in the courts if the state finds the county didn’t comply with growth management law. Addressing Assistant County Attorney Joni Armstrong Coffey, Sorenson asked what would happen if the county was not in compliance with state growth laws.

”We will be in litigation,” Coffey said.

A Miami Fontainebleau of Sorts

The Fontainebleau Miami is rising. I am not talking about the reinvention of the famous Miami Beach hotel, but rather the sudden emergence of a palatial 14-acre estate on the southwestern fringes of Miami-Dade County. After a brief Miami-Dade property search, it turns out that the home belongs to one of the area’s top skyscraper designers; Charles Sieger, designer of the urban 50 Biscayne, ultra luxurious Apogee condominium in SOBE, and revolutionary Portofino tower, among other projects. It is a paradox to see one of the area’s top condominium designers, a proponent for urban life I would assume, build a sprawling mansion on land situated outside of the urban development boundary.

The house itself is set back quite a distance from the street. I drove by recently catching this glimpse, perplexed that a house in this area could be built with such a short setback. I turned around and drove by again, realizing that this was only a “guardhouse” of sorts and that the “real” mansion lay somewhere behind a few acres of well manicured gardens, obelisks, and fountains. This area is no stranger to oversized palaces as we noted back in April in a post, which incidentally featured a picture of the entrance to this estate.

I assume the home is modeled after the famous Fontainebleau in Fontainebleau, France, the same location where Charles Sieger studied in 1968 at the Ecoles D’Art Americaines according to his resume.

Mayor Alvarez Holds the Line

We some how bypassed this article last week, but, Miami-Dade Mayor Carlos Alvarez vetoed commission recommendations to approve a number of projects outside of the UDB. The veto will likely stand given that the commission lacks the 2/3 majority to override the mayor, presuming that none of the commissioners switch sides…


“If Miami-Dade moves outside the UDB, it will affect our delivery of services and strain already taxed resources,” Alvarez wrote. “Police and fire rescue services would be spread over a greater area, resulting in longer response times due to greater distances and road congestion.”

Meanwhile, on the losing end of the veto, Lowes’ attorney Juan Mayol laments about not having short drives to buy plywood:


“We are hopeful that the county commissioners will continue to recognize that these hard-working families are tired of overcrowded schools and long drives to buy such simple things as plywood or a garden hose.”

How often are people in Kendall buying plywood or garden hoses? Are these necessary commodities in suburbia? Does anyone else appreciate how he combined critical issues (traffic and education) with such an asinine comment? In any case, I’m glad to see the line will be held till 2009 at the earliest, expanding the UDB, contrary to Mayol’s belief, will further strain our transit infrastructure, water resources, and economy to impermissible levels.

The Sprawl Gameplan: You Idle West, I’ll Ride the Rails East

Alrighty folks, I think I’ve started to crack the Miami-Dade County Commission’s playbook for planning and it’s not pretty; looks like the Dolphin’s offense, running in 20 different directions and effectively getting us nowhere. The best choreographed transportation network couldn’t support the kind of cross county movement commuters will likely be doing once 600,000 square foot office compounds are completed on the western fringes of the county (keep in mind the recently approved Kendall project is one of many, others are “planned” further north along the turnpike around Doral.) It appears that our makeshift planners on the commission (in addition to believing that bridges over avenues in sprawl ridden neighborhoods will alleviate traffic congestion) are deciding to essentially sandwich residential development between two opposite commercial “hubs”, one vertical and on the coast, the other sprawled out and mosquito ridden over former wetlands in the west.

It’s interesting to see such a dramatic commercial development juxtaposition occur within such a confined region. While the equivalent of 3 600,000 square foot, LEED certified office skyscrapers (Met 2, 600 Brickell, and 1450 Brickell) rise in our transit accessible downtown core, our commissioners believe it is sound planning to offset them with at least 1 sprawling complex.


West Kendall Baptist Hospital plans…

What irks me most is the marketing ploy to promote the Kendall complex as a commercial center. Central to who exactly when it’s located on Kendall and 167th is beyond me, but I’m assuming that pretty soon the commute from Naples will be quicker than from within some other parts of the county.

Martinez fought for the plan — arguing that developer David Brown promised to build a long-sought road connecting Kendall Drive to a nearby residential complex. It was a job, Martinez said, that the county couldn’t complete.

Sorenson took exception: “Should we make policy decisions based on what developers are going to do for us? Seems to me we ought to be making the policy.”

Forget what is in the best interests of Citizens let’s fight for developer’s rights to exploit our land, water, and natural resources to make a quick buck!

West Kendall Center will likely resemble this aerial from a complex in Birmingham. You can spot the telltale signs of sprawl easily. 1) Squat, warehouse-like buildings covering near acres of land each. 2) Enough surrounding surface parking to accommodate the one day of the year where parking might become an issue. 3) Like a tree, all branches of the sprawl connect to one main arterial road, forcing all visitors to the “mixed use” development to enter and exit through this one opening. 4) A highway nearby (bottom right) to accommodate the hordes of vehicles coming off from the already clogged arterials roads. 5) Trees are confined to medians not sidewalks because the sidewalks (if they exist) won’t be used anyway.

Obviously, Lowes is a good fit for the Sprawl environment with its massive horizontal structure and acres of parking…

The Lowe’s vote commanded the most attention. Twice since 2003 representatives of the home improvement giant have tried to convince commissioners to let them build outside the UDB; both times they were denied.

Tuesday they cracked through — even as dozens of people lined up to speak against the plan to build on 52 acres at Southwest Eighth Street and 137th Avenue.

Said Julie Hill: “Further sprawl will exacerbate climate change in South Florida.”

Added John Wade: “We should have a water recycling program working before there’s any attempt to move the UDB.”

But Humberto Sanchez, who lives about 25 blocks from the proposed Lowe’s site, told the story of a recent shopping venture to buy light bulbs. “It took me an incredible amount of time to buy light bulbs at Home Depot.”

Oh Boohoo…

Interesting side note: you would not believe how difficult it is to find pictures of Sprawl and suburban office complexes despite how common they are in the American Landscape. Just further proof that we keep building places that aren’t photographic, let alone even livable. Finding a decent picture of a Lowes parking lot was just as difficult because as common as they are, who the heck would want to photograph one?

Uh Oh, apparently there is a UDB vote today

”If we’re starting to get serious about water, climate and environmental issues, the most important thing we can do is prevent urban sprawl,” [Katy Sorenson] said.

The debate will surely pit opponents to further development in Florida’s most populous county against business interests that say the projects are needed.

One applicant wants to build a Lowe’s retail store near Southwest 138th Avenue and Eighth Street; another plans to create office and industrial space in an area in Doral near Beacon Lakes; two others aim to convert agricultural patches off Kendall Drive near Southwest 167th Avenue to business and office space.

These projects are needed? How you justify business and office space along the western fringes of civilization when you have a CBD that mainly looks like the picture below is beyond me. Commissioner Sorenson is right, we simply cannot continue to grow west and expect to become a sustainable, ecologically conscientious community, but then again, why should we expect the business interests coming up with these projects to give a damn in the first place? The Commission needs to force the greedy developers trying to push the line further west to reinvest their efforts in our blighted neighborhoods…Just look at all the empty lots sitting within our allegedly dense urban environment…

But then again, who are we trying to kid when the ideology of the commission is:

But Martinez, the county commissioner who oversees a large portion of Kendall, believes some of the applicants have an upside. Though the Lowe’s would be built just outside his district, he said the company has promised to build a bridge over Southwest 139th Avenue that will actually “alleviate traffic.”

Alleviate traffic? Thanks Martinez! we weren’t aware of your experience in traffic engineering, do you care to elaborate how sprawl will reduce congestion throughout the county?

Kendall Transit Clarification

In a post I published last week on the transit options available to the Kendall residents, our message may have been presented unclearly and biased towards the CSX rail option. I’d like to clarify this position and reiterate the true stance of Transit Miami on this hotly contested issue.

The CSX corridor was never meant to serve as a replacement to the Kendall Metrorail, LRT, or BRT, but rather operate in conjunction with the east-west option. The belief stems from our knowledge of the low upstart cost of the CSX rail, along with the increased benefit citizens in the Southern part of the Kendall region would experience, an area currently overlooked by all presented alternatives.

Now, we don’t fully support plans to bring transit to the Kendall Dr. corridor unless some drastic measures are taken to ensure that the area adjacent to the corridor is reestablished and rebuilt in a more accessible manner. Revitalizing the strip shopping centers, vast swaths of parking lots, Malls, and dwellings along the corridor will all be keys to its’ success and should not be overlooked in the planning stages. We would not want the transit system to be considered, approved, or funded unless preemptive measures are taken to ensure that Kendall Dr. itself will be transformed into a true urban area that is more hospitable to transit oriented needs.

Similar measures should be set into place for the CSX corridor at key intersections and stations, creating accessible nodes or urban life. The CSX corridor should be limited to a southern terminus at Metrozoo to prevent “justification” of UDB expansion. UDB line movement will be critical to the success or failure of all transit oriented redevelopment in the Kendall region.

We support the use of the CSX corridor to serve as a complimentary system with a rapid transit system along Kendall drive as long as effective measures are put into place which would transform the suburban landscapes into transit oriented communities.

An open letter reply to the East Kendall Homeowners Organization (EKHO)

In response to recent editorials by the East Kendall Homeowners Organization and Ed Levine, I decided to submit my own editorial to the Herald, let’s hope they publish it…

An open letter reply to the East Kendall Homeowners Organization (EKHO):

It is disheartening to see such a motivated and presumably progressive group of individuals that comprise the East Kendall Homeowners Organization speak out so adamantly against a plan that would provide better access to most of the Kendall community. If we are to remain an economically viable community, we must embrace transit growth and the urban living that comes with it, rather than shun it with half-baked objections and trepidation towards drastic lifestyle changes.

The inability to embrace alternative forms of effective transit is disconcerting, particularly in a region currently choking on the congestion induced by its own unchecked growth and sprawl. It is typical of the mentality fostered in this particular region and has been cultivated by our addiction to the automobile. The mentality is further compounded by the opposition to the CSX corridor alternative, presented by Ed Levinson (Community Council 12) last week, which declared that transit along the corridor would only hamper vehicular traffic. This mentality will soon become our prime obstacle in creating a truly urban and sustainable metropolis.

Miami has to sever its addiction to the automobile. Public transit has failed in Miami not because a lack of effort, but because of a widespread opposition to change in community planning efforts and lifestyle changes on the part of our citizens. With regards to concerns on property value, studies conducted by the APTA (particularly in Miami) showed an “assertion that rail transit imparts value to residential property in districts where the population values the access provided by that transit service the most, regardless of the income of the district.”

A less troubling notion is that MDT continues to push costly suburban commuter rail lines, further justifying our city’s unremitting sprawl. MDT should scrap these plans to spread Metrorail across the county to citizens who obviously won’t even use it and should instead work to bring less costly Streetcars and LRT to our urban core. How can we justify suburban commuter trains when we lack the necessary mobile infrastructure in our densest regions?

It is of paramount importance that our citizens educate themselves on the benefits of proper public infrastructure and urban planning before they take up such a bold position against reasonable measures which would help steer the future growth of our community. It is with all due respect that I therefore ask the members of the East Kendall Homeowners Organization to think about what is best for the future of our community rather than themselves.

Legacy of Incompetence and Self-Interest Continues to Plague Miami

An article in the Herald today brings to light a very serious issue that has significant consequences for Miami-Dade’s future. According to insiders and the Herald, it is looking like the recommendations from the South Miami-Dade Watershed Study and Plan, which include holding the Urban Development Boundary and encouraging most development along the US-1 corridor to stop further sprawl, may be ignored by officials who either think they are experts or who just don’t care about anyone but themselves.

Vice-Chairman Dennis Moss was quoted, “It’s not an easy situation and folks are not going to give in in terms of their philosophies”.

Here’s a philosophy: We’re all screwed if the recommendations from the watershed study are ignored. Why? According to the study:

  • The South Miami-Dade Watershed region is expected to nearly double in population by 2050, going from 791,000 in 2000 to approximately 1, 500,000 in 2050.
  • The Watershed cannot continue to grow as expected without substantial consequences to its water and natural resources, quality of life, and community characteristics
  • The Watershed Plan calls for a Smart Growth (which we’ve preached for over a year ad nauseam) approach to accommodating future population growth; however, if the the alternative (sprawl or current) approach continues the watershed area will negatively and irreversibly be changed
  • The waters of Biscayne Bay will be subject to substantial increases in water pollution
  • 3/4 of our agricultural areas will be lost to sprawling, low-density residential subdivisions
  • Traffic congestion will increase significantly
  • The effectiveness of the $8 billion Everglades restoration program will be greatly reduced
  • It is estimated that the “sprawl scenario” will cost nearly $8 billion more for infrastructure than the recommended Watershed Plan between now and 2050, which does not even include substantial environmental costs (who’s going to be funding most of this unnecessary, unsustainable infrastructure? Mostly taxpayers.)
As you can see, the alternative to the Watershed Plan is wholly unsustainable. How could any politician unequivocally dismiss such an obvious and significant plan to accommodate future growth? Look no further than our County Commission and the Governmental Operations and Environment Committee (GOEC), chaired by none other than sprawl-champion Natacha Seijas.

Seijas, easily the worst of all the county commissioners (and that is really saying something), who is lucky to even have a job after threatening a fellow commissioner’s life during session in the County Chambers, is leading the charge to foil implementation of the watershed study. It shouldn’t be of much surprise to citizens, given that she is profoundly connected to developers and pro-sprawl interests as evidenced by her consistent voting record to move the UDB line and quotes like “I don’t see why we need to be creating an environment for them (Manatees) to continue”.

Her opposition is significant because she is the chairwoman for the GOEC, which oversees urban growth policies and monitors the utilization of our natural resources. What’s she saying?

“I don’t think this study should be used to do anything (involving major land-use decisions)”.

OK, so nearly $4 million, six years of research, and perhaps the future of our region may be down the drain if she gets her way. Some Commissioners are talking about potentially adopting some aspects of the Plan but ignoring the land-use aspects. Duh. It doesn’t work like that. ALL OF THESE ASPECTS ARE INTERCONNECTED.

This is the type of business that makes my blood pressure boil because the incompetence and special interest pandering is so blatantly obvious, shameless, and completely detrimental to the area’s future. This is the same type of incompetence and slipshod politics that has sadly become standard practice for many of our elected officials. It has become obvious that expert opinion, research, and administrative work are almost entirely irrelevant in this county, because our elected officials instead use their own pet theories, intuition, and self-interest to make decisions that will negatively affect the area for many generations to come. Frankly, it is not only unprofessional, but completely embarrassing.

Not Going Anywhere For A While…


It wasn’t a rhetorical question, more of a declaration. You can still grab a Snickers bar if you’d like, I did.

For anyone who is wondering what the heck the FDOT is up to on the Palmetto and Dolphin Expressways, they created a little website to answer many of your questions. Personally, I love the way they shut down all but one lane at night forcing me sit idle while cars merge psychotically upon me, or the way the left lane of the palmetto is usually blocked off with Bob’s Barricades for no apparent reason. I find Rick’s blog’s name to be one of my saddest weekly experiences as I sit there gazing at all the other frustrated drivers who, like me, are stuck on the Palmetto.

In any case, the mess they have started now, isn’t slated to be completed until 2012 (I’m assuming this date is flexible in one direction only.) As the dolphin expressway is expanded westward to accommodate the sprawl we have all grown to embrace, the FDOT decided to finally fix the terrible interchange between the Dolphin and Palmetto Expressways Slow moving Parking Lots. Simultaneously, the Palmetto is being widened slightly at some key points both North and South of the Dolphin as well as receiving new noise barrier walls and exits, you know, so that cars can flow quicker onto the already clogged Bird Rd, 8th st, Coral Way, etc. Meanwhile the Dolphin is also being widened as it receives a new toll plaza to pay for the current project. Forget Okeechobee, they are currently in the process of depressing part of its roadway to allow the FEC tracks and Hialeah Expressway to cross without impeding traffic (can’t have those damn trains get in the way of our cars…)

Someone also decided that it would be a bright idea to enhance Krome avenue south of where it meets with Okeechobee. I’m assuming this measure was taken to help accelerate the development of land outside the UDB; precisely what the “very-well” educated members of our county commission desired seeing that they are always looking out for the best interests of the citizens developers.
