Transit Privatization

Rethinking Transit

A reconstruction could be brewing for Miami-Dade Transit. Commissioner Javier D. Souto wrote an open letter last week discussing the issues that have arisen with the People’s Transportation Plan. Somehow the Miami Herald has ignored it in their series so far, but the South Florida Business Journal covered the letter. Souto begins by discussing the importance of mass transit in the day of $4/gallon gasoline and the continued difficulty with getting people out of their cars into an inconvenient transit alternative. After going on about the problems we have, he proposes a radical idea: privatize transit.

Souto starts the paragraph by saying, “if the desire is to make a profitable transit system…” This is where I imagine his whole paragraph must be sarcasm. Then I remember that there are still those who are convinced that transit should be funding itself, and those people would desire to make a profit from a transit system. So, Souto (or anyone else), if that is your desire, quench it. Transportation is not profitable. Period. Government subsidizes every aspect of it, from roads to railroads to bus systems to Metrorail. It’s a subject worthy of an entire post, so let’s just make it clear that profit should not be the goal of any transit system. Not unless we have a major paradigm shift to also make a profit with roads…

Regardless of motive, privatizing transit is not unheard of. The original streetcars in the US were all privately owned and operated. Unfortunately, that made it easier for them to fold as the automobile became the preferred mode of transportation in this country. The same thing happened with intercity passenger rail, and only a subsidized Amtrak is left standing. Those systems failed because their goal was to make a profit.

Today we have brought mass transit under government subsidy, and we have developed Public-Private Partnerships (PPP) that maintain governmental control and regulation. The I-595 project is a good example, as a private company will design, build, finance, operate, and maintain the improvements, while FDOT maintains control over things like standards and tolls. FDOT will not be turning a profit from the system, either. The toll FDOT collects will not be sufficient to pay off the concessionaire company for building it, so they will be using other budgeted funds to pay for it. Profit is the motivator for the private company, of course, but not for the government agency. Transit could work the same way. A private company could design, build, and finance Metrorail improvements, while operating and maintaining the existing and future system. The county would still have to control things like fares and basic standards.

That brings us to the biggest problem. Someone responsible would still have to manage a PPP. Until the county takes some major steps in the right direction, we would not have the confidence for them to direct a PPP any better than they have the current state of affairs. Could a PPP have any success in Miami-Dade Transit? Perhaps. Privatization might boost the confidence that transit can be managed properly (or it might not), but alone it is not sufficient to solve the woes of the People’s Transportation Plan. And it most definitely will not solve any financial woes. No profit will come to the government from such a privatization. Do you hear that, all you profit-minded capitalists?

We apologize for being slow to comment on the recent Herald series about the People’s Transportation Plan disaster. Everyone at Transit Miami has been extremely busy as of late, but we’ll definitely have several pieces in the coming days and weeks discussing many of the elements referenced by Larry Lebowitz’s multi-part series.

The week in transit

A lot happened this week behind the scenes and between the lines. Here is a review:

Kudos to this editorial today from El Nuevo Herald columnist Daniel Shoer Roth. I think he did an excellent job in highlighting how mismanaged our transit system is. Accountability goes out the window when ten different departments and municipalities are ‘responsible’ for certain aspects of mass transit. I’m always talking about how our system is ‘mismanaged’ but that really isn’t the case at all. It’s a question of priorities, and transit has not historically been one of them.

Our planning priorities were on full display this past weekend in an insert produced by the Metropolitan Planning Organization (MPO) that the Herald included in its Sunday edition. The insert describes work done to date and future projects. If you are not familiar with the MPO, it is a County run organization that is charged with coordinating the various transportation projects around Miami-Dade, as required by Federal Department of Transportation rules. Their mandate is described on their website is:

…to have a continuing, cooperative and comprehensive transportation planning process that results in plans and programs that consider all transportation modes and support metropolitan community development and social goals. These plans and programs shall lead to the development and operation of an integrated, intermodal transportation system that facilitates the efficient, economic movement of people and goods.” (emphasis added)

Many worthy goals, but unfortunately their focus is more on expressway and road building projects than on balancing roads with mass transit. My favorite part of the insert is titled “Miami-Dade: Urban Travel Trends” which utilizes graphs, bright colors, and a lot of traffic engineer lingo (vehicle miles traveled, peak period speeds, etc), with only a brief mention of transit under a graph called ‘Transit Mode Share’. The text accompanying the graph states, “the countywide transit mode share in 2005 was approximately 2.5%” It goes on to say that share will grow, “albeit modestly.” Ok. I find it disillusioning that the organization supposedly responsible for coordinating our transit system is not very optimistic about the future growth of MDT.

Truth be told, after this week’s political farce concerning tranist fares and another half cent tax, I might tend to agree with the MPO. Our future transit does not look so good because the people responsible are alseep at the wheel. Commisioners Bruno and Barbs: wake up!! You have have been reaching in the dark these past few weeks trying to placate your constituents. I know this issue gets heated and personal. Let me be clear: this is not a personal attack. It makes it difficult for those of us who are transit advocates and who supported the first tax increase to justify anything you ask for now because of how the money has been squandered. Surely you can understand that. Next week I am going to work on a series of posts on how the People’s Transportation Tax has been spent to bring to light how that opportunity has been, and continues to be, botched.
If you really care about transit, and Commissioner Jordan I think you care about getting the Orange Line built, here are a few recommendations that can serve as confidence building measures that might make any fare or tax increase palatable:

  • Make the Citizens Independent Transportation Trust the sole entity responsible for deciding what happens to that money. Give it back its teeth, and allow it to do its job.
  • Charge veterans and the elderly. We can’t give away transit that doesn’t exist yet. Until MDT gets its house in order, they should be charged, albeit at a reduced rate that should be revisited when MDT’s finances get better. MDT needs income, and the Trust shouldn’t be responsible for giving it an allowance every month.
  • Charge for the Metromover. Same reasons as above.
  • Have MDT work with the Trust. Recent reports from Miami Today describe how the Trust is having a tough time getting cooperation from MDT with regard to budget issues. How is the Trust supposed to operate if it doesn’t know how much the system costs to maintain?? This is silly.

Note to Mayor Carlos Alvarez: the strong mayor powers you wanted came with responsibilities, ie. get MDT organized. How can they run the business of Miami-Dade Transit without a budget. Helloo?? Not to put all the blame on you though, as you’ve only really been in charge for a short while.

  • Tie the 20% Municipal Transportation Plan funding to transit specifically, not transportation which has become synonymous with roads and expressways. A majority of payments to municipalities have been spent on roads, resurfacing, and other road related infrastructure. The PTP was marketed primarily as a transit plan. Spend money on rail, buses, and the infrastructure related to these much needed systems. Our roads are in fine shape. That way projects like the Coral Gables Trolley continue to get funding, while other money is free to be spent on, oh, I don’t know, maybe a few bus shelters (around International Mall maybe)?
  • Increase fares to be consistent with our how efficient our system is. Don’t over do it. We want to pay for our transit, but we want to get something in return.

You need to rebuild our confidence in your ability to provide us with a functional and growing transit system. Very soon public perception of transit in this community is going to turn from being a nonessential ’social good’ to an indispensable and basic part of the infrastructure of the city. When that happens, when people start to feel like they have no choice but to get in their cars at $8.00 a gallon, watch out Commissioners and company. The mob will be ruthless, and the storming of the Bastille will seem like a trip to Disneyworld in comparison to your worth in the public eye.

Metromover Upgrades

The Metromover overhaul promised to voters in the 2002 PTP is finally scheduled for completion in March 2008. Some of the vehicles, in operation since 1986, are slated to be replaced by modern Bombardier vehicles, similar to the one pictured above. The remaining vehicles will be (have been) undergoing repairs in the downtown Metromover facility. To get a visual on the changes happening, check out this post by Lil’ Pony from back in March…

Apparently the problems with the escalators we covered back in April are nothing new. I noted then that it had been about 8 months since I witnessed the Brickell Metromover escalator in action, well it turns out some escalators have been out of service since 2005!

Rusted escalators at four Metromover stations were shut down in September 2005: Tenth Street, Brickell, Eleventh Street and Park West.

Just like the weathering of the Metromover system, apparently the escalators have been dealing with a particular rust problem:

The rust problem cropped up because the escalators were not properly designed for outdoor use, said Richard Snedden, assistant director for rail services at Miami-Dade Transit.

It’s impossible to believe that back in the 80’s and 90’s nobody had the common sense to install weather resistant escalators and if those weren’t available at least design a better protected station…

It’s Time to Cut the Bureaucratic Fat Miami

I’m glad Representative Julio Robaina stepped up today and finally declared that through consolidation of city services, Miami-Dade taxpayers could save $50 Million Dollars. Although Robaina was speaking of only consolidating one branch of various municipal governments, it’s a step in the right direction- the direction that would consolidate all local municipalities under one effective roof. We have to stop undermining the power established by the Miami-Dade Home Rule Charter in 1957 and need to start using it to become a more efficient municipal entity. What do I mean? No more Surfside, Pinecrest, Miami Gardens, El Portal, Key Biscayne, etc. Sure the neighborhoods will still exist, but the municipal authority will be absent, consolidating their governing authority in the hands of an expanded and qualified (better paid too, obviously) county government. The majority of these municipalities are going to feel the crunch of the property tax reform anyway, bringing many of them to the brink of bankruptcy, seeing that the greater part of them are just bedroom communities without any real commerce or industry sectors. Heck, Imagine what it would look like if every census designated place became its own municipality…

It’s an idealistic situation, I’ll admit, but the fact that there isn’t a comprehensive governing body with the authority to draft area-wide planning/zoning, transit, development, greenways, etc. is pretty archaic.

Example 1:
MDT and county planning has had a plan to maximize density along the US-1 corridor (as they should) to maximize the overall system benefit of metrorail and the busway, allow for less westward growth, etc. However, each city along the corridor has final say on the TOD along their particular portion of the corridor. MDT and TOD developers have to therefore seek planning/density/zoning approval from whichever city their project resides as well as the county. It’s redundant! To make matters worse, every city has its own agenda: Pinecrest for example, has reduced density along their portion of the corridor (in a futile attempt to “prevent” further traffic.) Newsflash kids, the growth south and westward will cause far worse traffic through Pinecrest than any expanded development along US-1.

Example 2:
After the passage of the PTP in 2002, one of the first rail projects to come under consideration was the Miami-Miami Beach connection: Baylink. Despite the overall benefit (tourism, local access, etc.) the transit system would have provided to a greater proportion of the local population, Miami Beach politicians derailed the project, pushing back its earliest date for county consideration to 2015! MDT and the county could have pushed ahead without Miami Beach approval, but the elected governing body of the time lacked the political will to force the Beach agenda aside.

Neighborhoods have incorporated into proper municipalities to escape the corruption, abuse, or neglect that evolved in Miami’s County politics over time (Yes, I am aware that 25 of the 34 Municipalities were formed prior to the 1957 Charter.) Instead of adjusting the system to provide better public oversight, neighborhoods have been uniting and adding yet other layers to the local bureaucracy. Nowadays we’re looking to cut taxes, not services, why not cut the fat?

MDT Planning Dementia

I opted to skip out on writing on last week’s revelation on the progress of the north corridor thinking that I’d have enough time this week to cover the story; little did I know that my week would quickly become so complicated, but I’ve finally found some time to address the issue.

MDT has gained federal approval to begin land acquisition for the next branch of the metrorail line. No, I’m not talking about the much needed east-west extension, but the north extension, rising along 27th avenue from the current Northside station to Dolphin stadium adjacent to the county line. Despite the fact that the east-west corridor was originally planned in the 1980’s, the north corridor has somehow taken precedent over the more vital link. The seven proposed stations along the $1.3 Billion, 9.5 miles North line include: a second ridiculously close northside station, MDC North Campus, Opa Locka (just out of reach of the airport), 163 St and the Palmetto, 183 St and Miami Gardens Drive, Dolphin Stadium, and Calder Race Course at County line.

I am obviously disturbed that the North extension is proceeding before the even more crucial east-west corridor is constructed. What irks me most is that MDT is spending millions of PTP money to construct yet another N-S rail link, even though the line would essentially parallel the existing Tri-Rail route. At the same time, the SFECC is working to provide a third N-S rail link, funded by the FDOT, along the FEC corridor, while the USDOT is working on a plan to add managed lanes to I-95, despite a multi million dollar unused FDOT project which sought to add a controversial yet proven Ramp Metering system. Seems unreasonable? I think so, especially when it becomes apparent that our layers of government are effectively working against each other to solve a common problem.

I hate to see things in such a grim manner, but I can’t foresee the north corridor garnering enough riders to justify its’ construction. With competing government entities working to improve existing rail and road routes, the north corridor is seemingly becoming the next white elephant of the metrorail system. On the plus side, it will connect Dolphin stadium with a direct transit source which should garner us at least 7 weekends of extensive use (twice that when UM finally heads North too.) Aside from the northern 2 stations, however, the southern five are awkwardly placed at best, running across mainly industrial and single family home neighborhoods; areas generally not geared to handle the addition of such a major transit line.

My main concern is the $800 Million we’re working to receive from the US government. Considering this is the first project to be partially funded by the PTP, we need to construct a line that will generate the ridership and daily passenger use which will help us to further guarantee more federal subsides for our remaining metrorail lines. A failure so early into the PTP could effectively jeopardize federal funding for the east-west corridor, Baylink, or any other major transit route in the county. And, with so many other cities vying for the same funds while planning considerably cheaper projects using LRT or streetcars, the cost benefit ratio for such a large project will be hard to justify…

Improving the Grove/PTP

I’ve shared my discontent on the people’s transportation plan (PTP) on more than one occasion on this site. I’ve also spoken of the nimby-like behavior of the grove residents who oppose any project which crosses their path but at the same time complain about a dearth of parking in their area. Today, I’ve decided to combine the two issues somewhat and present a set of alternative plans that I believe would benefit our community and would satisfy the delicate aesthetic needs of coconut grove residents. Below are three quick renderings I created (please pardon the terrible quality) of the region with possible public transit routes superimposed.


  1. This plan is the simplest, least intrusive, and cheapest alternative. The plan calls for the dismantling of the Omni loop of the people mover system in downtown once the Miami Streetcar becomes operational. I’m figuring that the omni loop will be rendered useless once the streetcar is completed seeing that they essentially cover the same part of the city. The salvageable tracks, vehicles, and station components can then be used to create a new Coconut Grove Loop People Mover system. The CG loop would be approximately 1.65 miles long, just slightly longer than the current 1.45 mile Omni Loop. The loop would be able to transport people quickly and effectively from the Coconut Grove Metrorail station along US-1 to the more pedestrian friendly areas of the grove, office buildings along South Bayshore Dr., City Hall, and the vast network of bay front parks. This option would be good for bringing people into the Grove from other parts of the county, but would not prove as useful for the majority of Grove residents. The plan also concentrates the public transit on the densest part of the grove and along the bustling 27th Ave. corridor.

  1. This plan focuses more on a public transit system which would service the Coconut Grove community as the southern terminus for a North-South 27th Ave. Streetcar or LRT. The proposed system would be far more useful than the 9 mile northern extension which is currently planned and underway for Metrorail because it invites better urban growth to occur at the street level along the avenue. The Northern terminus for this transit line would be at Joe Robbie Stadium (Dolphin Stadium) and would travel through Opa Locka, West Little River, Brownsville, Little Havana, and Coconut Grove neighborhoods. It would provide two links to the Metrorail (CG and Brownsville.) This plan would allow for greater development to occur along the 27th Avenue corridor bringing some much needed density to the area. The much debated and contested Carlos Rua project at the Coconut Grove Metrorail station would be one such example of the type of development we would want to encourage (with less parking.) Transit Oriented Developments such as the Rua project are essential to make our transportation networks succeed. Situated along the primary N-S route in the city (US-1), a major avenue (27th Ave.), and our only form of public transportation, this project is hardly out of context with its surroundings and what we can expect of the region in years to come (Perhaps the height is excessive, but the density is of critical importance.)

  1. The last plan focuses on implementing a streetcar or LRT which would travel through Coconut Grove from the Brickell Metrorail station. This plan focuses its attention on the needs of the Coconut Grove area, bringing pedestrian traffic and growth to the areas which can support it best. It would also best serve the needs of the area residents in getting to their local town center which is already facing major parking issues. Traveling through South Bayshore Drive, the streetcar would service areas we designate as pedestrian friendly. It services the dense housing units in the area, waterfront offices, shopping areas, Hospital, and parks. A project like this would greatly benefit from further dense (not necessarily tall) growth to occur along the corridor (perhaps the Related Group’s Mercy project wouldn’t seem like such a far fetched idea.) The streetcar would service both east and west grove and create a center for the community (at Mayfair) which is easily accessible to most via the public transportation. Heading westward, the line could travel through the Village of Merrick Park before terminating at the Douglas Road Metrorail station.

I created this above analysis to show that there are a multitude of public transportation concepts which could be implemented in the Coconut Grove area which would not only serve the needs of the area residents but would benefit the entire community. Grove residents should open their minds to development which will enhance their community (I’m not saying to fully accept the Related Group, Home Depot, or Carlos Rua projects) but they need to take a different approach when considering the type of development that will occur in their area. Bringing density to their town center and major thoroughfares like 27th Ave, Grand Ave, and South Bayshore Dr. will keep the charm of the grove intact while also providing a support nucleus which will keep places like Mayfair up and running. This will help reduce the demand for area parking once we recreate a community which is even more navigable for pedestrians rather than vehicles.

As for the PTP, I can only say that we are headed in the wrong direction. Metrorail is an antiquated and extremely costly form of public transportation. We need to embrace a cheaper form of public transit in order to be able to compete with the handful of other US cities which are also vying for federal funding. At the same time, we need to create a system which will satisfy the needs of as many citizens as possible and provide the greatest amount of uses for the community and area re-development.

Bus Upgrade Update


  • Miami-Dade County has voted to make the biggest purchase in the transit system’s history, opting to buy 300 30ft buses from Optima Bus corp. The contract calls for an option for an additional 300 worth approximately $200 Million for all 600 buses.
