836 West Extension, Demystified

A recent CBS4 “investigation” supports our claims that road expansion simply isn’t the solution to the traffic woes in our region. The report puts the new 836 west extension to the “test,” with two vehicles racing to a central meeting point on Bird Rd and SW 137th ave. The results were disappointing to those hoping that the extension would provide western suburbanites with a speedier alternative to the turnpike (you know, because of that exorbitant toll.) What the CBS4 report and many natives fail to understand is just how traffic, roadway expansions, and arterials interact with each other.

To simplify, think of traffic as a fluid (water) and roadways as pipes. The obvious is that when there is a clogged pipe (accident) no water can pass through. Easy enough, right? Now, many people assume that by creating a new path for the water (836 extension) water will be able to flow quickly along this new path. But, given the existing saturated nature of the current western routes (Tamiami Trail, Bird, Flagler, etc.) the new extension alleviates a certain amount of traffic from each corridor, providing no specific time difference impact to any single corridor. If too many cars choose to use the extension, then it too becomes saturated and proves to be just as ineffective as the alternate street routes. In then end, the whole system balances out and our overall personal gain is negligible. Plus don’t forget that any gains will be rendered useless once western expansion continues (you know, because of all that extra “capacity” we created) and more cars are found to fill in the gaps along each of the corridors… Good Luck!

Top County Planning Position Will Have Major Impact on Our Future

Miami-Dade County is advertising for a new Director of Planning and Zoning.

Let’s hope a true visionary is hired to fill the position, because county planning efforts have been misguided for decades. We need a leader who isn’t afraid to take risks and make unpopular decisions. We need someone who is very knowledgeable about smart growth and planning, especially with cutting edge research. We need someone who will plant the seeds for a cultural revolution here in Miami-Dade that will forever change the way we live and build cities.

This is truly a pivotal moment in our history, and it is critical that our next planning and zoning director steers Miami-Dade County along a sustainable growth paradigm that sets a generational precedent for smart growth.

The Case for Bicycle Boulevards

Today I was going to speak about Bicycle Boulevards - specifically how they can benefit Miami (or any city) and how they might be implemented. However, the guys from StreetFilms have already made a great video explaining the Bicycle Boulevard and its benefits.

As for Miami, I think Bicycle Boulevards are a very necessary component of the larger pedestrian/bicycle-oriented system that would make our city(ies) more livable.

Right off the top of my head, three good potential Bicycle Boulevards in Miami could be:

-SW 6th St between SW 4th Ave & SW 27th Ave
-Tigertail Ave between Sw17 Ave & Mary St
-N Federal Hwy/NE 4th Ct between NE 36th St and NE 79th St

SW 6th Street is the classic example of wasted street potential at the expense of maximizing automobile traffic flow. Despite on-street parking on both sides, this street is too wide for a one-way. Combined with traffic synchronization that allows the driver to speed through almost 20 blocks without a red light, traffic calming is definitely in order. However, SW 6th happens to run right through the heart of Little Havana, one of the densest neighborhoods in all of the SE United States and perhaps Miami’s most organic neighborhood. Due in large part to the density of this corridor, it has a fairly high number of pedestrians and cyclists in proportion to most other residential areas of the Greater Miami area. With the necessary traffic calming and addition of bicycle-oriented measures/infrastructure, I think this street has great potential for a Bicycle Boulevard.

Tigertail Avenue, officially holding “Scenic Transportation Corridor” status with the City of Miami, also has great potential as a Bicycle Boulevard. One thing is for sure: it is a lot more scenic by bike or by foot than it is by automobile. Unfortunately, Tigertail currently has no bike infrastructure of any kind, and several portions of the Avenue are even without sidewalks. Moreover, during rush hours Tigertail is turned into a bypass for thru-traffic avoiding US-1 or Bayshore Drive. It wouldn’t take much to make this into a Bicycle Boulevard, though. I don’t have official statistics, but from personal experience I would estimate that Coconut Grove has the greatest number of cyclists per capita in all of Greater Miami. I’m sure residents living along the Tigertail corridor would love to have fewer cars rumbling by their homes and making this historic street hostile to cyclists and pedestrians.

I think N. Federal Highway/NE 4th Ct has good potential as a Bicycle Boulevard for several reasons. First, it runs between NE 2nd Avenue and Biscayne Boulevard, and should not be reserved as another N/S arterial. Secondly, it would integrate very well with the Streetcar, allowing people to efficiently get from downtown to almost the City Line without ever driving. Hopefully, planners would incorporate bicycle infrastructure into proposed make-over projects for 79th Street - even having the vision to connect it over the causeway to North Beach. Also, the NE 4th Ct section is already in pretty good shape physically, having narrower streets, slower speed limits, and shade trees. However, the N. Federal Highway segment from NE 36th Street to NE 55th Street definitely needs a makeover. Designating it a Bicycle Boulevard affords the perfect opportunity for planners to remodel this currently insipid, hostile road into a high quality urban street that is the backbone for several emerging neighborhoods.

In closing, I must note that a very necessary component of these Bicycle Boulevards would be their integration with a larger system of Bicycle infrastructure. We don’t want to have these Boulevards originating and/or terminating in hostile places for cyclists. This is why it is critical for planners to develop a comprehensive Bicycle Master Plan for the City and County that recognizes cycling as a legitimate transportation alternative, not just a recreational pursuit.

Legacy of Incompetence and Self-Interest Continues to Plague Miami

An article in the Herald today brings to light a very serious issue that has significant consequences for Miami-Dade’s future. According to insiders and the Herald, it is looking like the recommendations from the South Miami-Dade Watershed Study and Plan, which include holding the Urban Development Boundary and encouraging most development along the US-1 corridor to stop further sprawl, may be ignored by officials who either think they are experts or who just don’t care about anyone but themselves.

Vice-Chairman Dennis Moss was quoted, “It’s not an easy situation and folks are not going to give in in terms of their philosophies”.

Here’s a philosophy: We’re all screwed if the recommendations from the watershed study are ignored. Why? According to the study:

  • The South Miami-Dade Watershed region is expected to nearly double in population by 2050, going from 791,000 in 2000 to approximately 1, 500,000 in 2050.
  • The Watershed cannot continue to grow as expected without substantial consequences to its water and natural resources, quality of life, and community characteristics
  • The Watershed Plan calls for a Smart Growth (which we’ve preached for over a year ad nauseam) approach to accommodating future population growth; however, if the the alternative (sprawl or current) approach continues the watershed area will negatively and irreversibly be changed
  • The waters of Biscayne Bay will be subject to substantial increases in water pollution
  • 3/4 of our agricultural areas will be lost to sprawling, low-density residential subdivisions
  • Traffic congestion will increase significantly
  • The effectiveness of the $8 billion Everglades restoration program will be greatly reduced
  • It is estimated that the “sprawl scenario” will cost nearly $8 billion more for infrastructure than the recommended Watershed Plan between now and 2050, which does not even include substantial environmental costs (who’s going to be funding most of this unnecessary, unsustainable infrastructure? Mostly taxpayers.)
As you can see, the alternative to the Watershed Plan is wholly unsustainable. How could any politician unequivocally dismiss such an obvious and significant plan to accommodate future growth? Look no further than our County Commission and the Governmental Operations and Environment Committee (GOEC), chaired by none other than sprawl-champion Natacha Seijas.

Seijas, easily the worst of all the county commissioners (and that is really saying something), who is lucky to even have a job after threatening a fellow commissioner’s life during session in the County Chambers, is leading the charge to foil implementation of the watershed study. It shouldn’t be of much surprise to citizens, given that she is profoundly connected to developers and pro-sprawl interests as evidenced by her consistent voting record to move the UDB line and quotes like “I don’t see why we need to be creating an environment for them (Manatees) to continue”.

Her opposition is significant because she is the chairwoman for the GOEC, which oversees urban growth policies and monitors the utilization of our natural resources. What’s she saying?

“I don’t think this study should be used to do anything (involving major land-use decisions)”.

OK, so nearly $4 million, six years of research, and perhaps the future of our region may be down the drain if she gets her way. Some Commissioners are talking about potentially adopting some aspects of the Plan but ignoring the land-use aspects. Duh. It doesn’t work like that. ALL OF THESE ASPECTS ARE INTERCONNECTED.

This is the type of business that makes my blood pressure boil because the incompetence and special interest pandering is so blatantly obvious, shameless, and completely detrimental to the area’s future. This is the same type of incompetence and slipshod politics that has sadly become standard practice for many of our elected officials. It has become obvious that expert opinion, research, and administrative work are almost entirely irrelevant in this county, because our elected officials instead use their own pet theories, intuition, and self-interest to make decisions that will negatively affect the area for many generations to come. Frankly, it is not only unprofessional, but completely embarrassing.

Miami Needs a Comprehensive Farecard System

On my way to work recently, I encountered something that aggravates me to no end: out-of- order token machines. And it’s not like just one of them is out-of-order - ALL OF THEM. This pretty much causes chaos at the particular station, making life hell for security guards (as well as shifting their focus from what they should be doing). Sometimes they will try to give you change, but most times they are stuck letting people through without paying a fare.

This level of service is completely unacceptable, yet it seems to happen much too frequently. The bottom line: we need a legitimate farecard system. It’s such a pain in the arse to walk around with pockets full of change or having to break larger bills to get tokens. This is a big money loser for MDT as well; I wonder how many people are allowed through without paying their full fare (or any fare) because of a system breakdown like this?

I know one thing for sure, I would ride Metrorail more often during months I am without a Metropass if I wasn’t hassled by the payment options of the current system. If I don’t have any tokens left, or no $1 or $5 bills, I’m stuck either breaking a larger bill at a store for a pack of gum, or finding an ATM, taking out $20 (plus $2.00 service fee), then finding a store to break my $20 on a pack of gum so I can ride the Metrorail. I’m sure thousands of other people go through similar ordeals so they can ride. Perhaps thousands of choice riders stay away because of such inefficiency.

For example, let’s use New York’s MetroCard. If I don’t own a car and I plan on using subways and/or buses for most trips, I’ll buy a monthly card (similar to Miami’s Metropass) for about $76 dollars, which allows for an unlimited number of rides that month. However, unlike Miami’s Metropass, if I ride my bike to work sometimes I may not need to spend $76 for an unlimited monthly card. I could then buy a Pay-Per-Ride MetroCard (from automated kiosks, by the way), and pay only half as much as a monthly unlimited card. Moreover, I can refill the card as needed, and can use it to pay for up to four people at a time. This would make life easy when family visited, because instead of renting a car or dealing with the hassle of change/tokens for each member, the host could use their farecard to pay for family/friends. Or, depending on how long your family/friends are staying and how much transit you intend to use, they could each purchase unlimited day ($7) or unlimited week ($24) cards. This would give us total transit freedom and eliminate payment hassles. Transfers between transit lines/modes would be free under most circumstances mentioned above. Even for non-transit riders, this means fewer cars on the road because tourists and visitors would feel less obliged to rent cars (thousands of cars on Miami roads each day are rentals).

Paving over the Redlands, One Farm at a Time

I went to Knaus Berry Farm recently in the Redlands to savor Miami’s best milkshake and to buy some fresh, locally grown produce. Although the drive is long, the tastes and sweets are well worth the effort. I’m no longer as phased as I used to be about the amount of new development I encounter along the way. Our land use is absurd and we’re swallowing precious farm land (and the whole Miami-Dade farming industry) at an alarming rate. Part of becoming a sustainable city includes retaining enough farmland so that a considerable amount of our produce can be grown locally. As it pertains to agriculture, sustainable describes farming systems that are “capable of maintaining their productivity and usefulness to society indefinitely (Definition via National Agricultural Library.) The costs (and tastes) of locally grown produce are far superior to that of any import and the energy wasted in transportation is much less than conventional methods, making the whole process greener for our local economy. I’ve digressed…
So, we’re managing to pave over our precious farm land at an astonishing rate. Cut-rate houses are rising on lots far too small for the house size and whole neighborhoods are springing up around a road network better designed to handle cattle and tractors rather than soccer moms and minivans. The whole thing is quite a mess really and it’s rather disappointing to experience. The lack of infrastructure is incredible and the fact that so much development has already occurred or has been approved is quite disturbing. It’s only a matter of time before strip shopping centers prevalent in America as Suburban eyesores begin to dot the landscape, bringing with them total chaotic growth and congestion.

I was most in shock to see the size of the houses rising beneath the massive NBC radio guyed mast tower. These houses make the houses built in the 1970’s in cocaine alley look like shacks (no, I’m not implying that these houses too are funded by illegal activities.) The fact that anyone would spend the kind of money to construct these multiple thousand square feet houses miles from nowhere was shocking. I took a few pictures which failed to capture the magnitude of these houses, but luckily I found an ebay listing for the lots next door, selling for over $800k and touting the absurd immense houses rising in full view of the property. The first of several hideous houses which initially caught my eye, I believe the architecture style is more commonly referred to as gaudy Miami or just plain ugly. This house rests just yards away from the base of the guyed mast and seemingly straddled between two of the anchoring cables. These people will be in shock the day they decide to sell this house and realize it isn’t worth anything near what they expected…
This was just the entrance to the house across the street. King Louis the XIV can be found somewhere in the chateaus (yes plural) in the background… Some of the surroundings, just waiting to be bulldozed and have some more McMansions or “affordable housing” built upon them…Another house, designed in the gaudy Miami style, still under construction…McMansions piled upon each other despite the amount of land available nearby… The ebay listing was far too childish and poorly written to be taken seriously, “Oh, Mansions!” but the construction occurring in this part of the county is undeniably genuine. The area will continue to explode if growth continues to be unchecked, bringing it with it more of the same suburban sprawl that plagues most of our city. The county will have to fund massive overhauls in the area to deal with the influx of residents while damage to the everglades ecosystem nearby and the disappearance of Miami’s farming will continue at an alarming rate unless we pro actively take measures to heed the advancement of greedy development…

Port of Miami Container Crisis, Part 2

Like I mentioned previously, the port of Miami tunnel appears to be a botched solution to the accessibility problems facing the port; designed to purely benefit the routes of the trucking industry. As some of you concluded, I believe some of the congestion issues we now face could have been alleviated earlier with the use of the at-grade FEC tracks which run directly into the port. A freight train could easily haul many containers out of the port to an inland port facility (Hialeah rail yards, ROW exists and is owned and operated by the FEC.) The inland port facility would then transfer the containers to trucks, placing the truck distribution closer to many of the warehouse destinations and reducing the number of trucks traveling along our highways and downtown. As someone duly noted, the train tracks also traverse the downtown, which would likely cause a great deal of congestion if these trains were to be operated during rush hour. Therefore, the trains would serve a more limited role, with travel times scheduled after downtown activity subsides but before the morning commute (ideally from Midnight to 5 am or so.) A point I’d like to emphasize is that the rail option should have been considered, heck used on a trail basis for part of the past two decades while a more permanent solution was found, at a mere fraction of the cost of what we’re going to face with the tunnel. The port is now looking at the idea of floating barges up the river with containers to be unloaded at the river facilities. I’d like you to take note of the traffic tie-ups which will be caused as a result of the more frequent use of the drawbridges under this scenario…

Meanwhile, the city of Los Angels is currently working on a plan to use existing tracks to transport goods from the port to an inland facility. The plan is projected to remove a large percentage of the 22,000 daily trips caused by the seaport daily. The $1.7 Billion project aims to revitalize a neglected airport for cargo uses, while creating an inland intermodal cargo facility.

After writing the first article, I obtained a copy of the latest MPO Freight Access report produced in February 2007 by Cambridge Systematics. In looking through the report briefly, the study covers all alternatives including: Port Truck Tunnel, Freight Train Tunnel, at grade train crossing, 6th street highway viaduct, and River option. The study also analyzes the aforementioned LA port inland facility currently underway. Before I can draw any further conclusions on the Port Tunnel Project or the feasibility of rail or water options, I will review the study and report my findings back at a later time…

Marlins Stadium Circus Continues

It’s hard to believe that the Marlins’ stadium saga could get even more bizarre (well, maybe not that hard to believe). Now Marlins owner Jeffrey Loria has come out opposing the Orange Bowl site, saying that a downtown site is the team’s sole focus and the only viable location for a new stadium in South Florida. From the Herald’s article on Saturday:
  • Loria: A downtown setting “would be much more beneficial to the franchise and fans…it’s very easy to get to…we must get it done”.
  • Team President David Sampson: “Our sole focus is completing a deal downtown.”
Wow. First of all, I’m a little curious as to why it took so long for Loria to come out publicly in support of the downtown site, especially given the adamant tone of his language. Secondly, if he felt this way all along, which is how it sounds, then this likely means the county commission has not only gone against good urban planning, history, and common sense in pushing for the Orange Bowl site, but they’ve also been pushing a site the team owner is not even interested in.

Predictably, the county commission reacted to Loria’s and Sampson’s statements with concern. Commission Chairman, Bruno Barreiro, stated “We’re just trying to get money from the state…we can’t get distracted by the site issue.” Oh, really? Well, if I had a vote on whether or not to allocate state funds to the construction of a new baseball stadium, I would certainly be more inclined to vote yea if I knew specifically where the building site was located, especially if it was in downtown Miami. But don’t take it from me. State Representative David Rivera, who ultimately controls the flow of legislation for House Speaker Marco Rubio, said “There might be a lack on consensus to build at the Orange Bowl.” Rivera then offered his support for a downtown stadium.

The really disconcerting piece form the article actually came from a commissioner who is now in support of the downtown site. “Commissioner Carlos Gimenez…was one of the strongest proponents of the Orange Bowl site (last month). Now, after studying transportation issues, he says it’s no longer his first option. ‘For me, I think baseball would work better in an urban, downtown site, he said’.” Holy cow! So apparently we have commissioners advocating for a Marlins’ stadium at the Orange Bowl without even studying the project’s transportation issues! That is just unacceptable. It’s pretty tough to debate the merits of a downtown Miami site versus an Orange Bowl site for a new stadium without studying, comprehending, or even considering transportation issues, for that matter. If the Herald piece is accurate, we have county commissioners making major decisions and guiding policy without even examining some of the most important, relevant details. At least he had it in him to change his mind. We’re still waiting for the rest of the commission to stop going against the grain (and logic, and history, and urban planning, and best practice, etc.).

News and Updates

Well, it’s been a busy last couple of days with planning news…
  • Three bills proposing to give the Marlins a $60 million dollar subsidy to bridge the funding gap for the new stadium easily made it through the state Senate and House committees on Thursday. While the baseball fans in Miami-Dade and Marlin stakeholders should be excited by early popularity of the proposed bills with the state House and Senate, it appears Broward legislators have a bad case of sour grapes over the stadium location. Broward senators are leading the charge against the stadium funding because they’re upset the proposed stadium sites are not located in the suburbs near county line. Speaking of the stadium site, there still has been no settlement; however, it appears the Orange Bowl plan is unfortunately still gaining steam.
  • FDOT is planning on making major “improvements” to I-95 between Ft. Lauderdale and downtown Miami. The proposal calls for the replacing the current HOV lanes with two HOT lanes (High Occupancy Toll) in each direction. Newly installed computer sensors on the highway would measure traffic volume and average speed, which would allow the system to increase or decrease the toll fees in the HOT lanes based on how much congestion there is. Drivers wishing to use HOT lanes would use a prepaid toll card like the SunPass. I’ve never been much of a fan of these “Lexus Lanes”, but I’ll let Gabe elaborate on the issue as he is the resident transportation engineer of the group.
  • Miami-Dade Transit director Roosevelt Bradley was forced to resign last night. Apparently, Bradley is one of the first casualties of Mayor Alvarez’s new powers to hire and fire administrators at County Hall. According to the Herald, Bradley, who took over Miami-Dade Transit in 2002, was inefficient as a boss and oversaw massive deficits under his rule. We’ll keep posting any updates as soon as we hear who might be the next director.

Ferry Close to Becoming Reality

Transit has recommended a three year, five-day-per-week pilot program for the ferry, with service from It appears ferry service may soon be a reality in Miami - at least temporarily. Miami-DadeMatheson Hammock Park in the south and Haulover Park in the north to downtown Miami. According to Jose Luis Mesa, head of the MPO (Metropolitan Planning Organization), service could be expanded to include additional stops north of Haulover Park, such as at Aventura, if the ferry proves to be a success.

There are still several hurdles to overcome, however. First, such a service would be a form of park n’ ride, which would require a considerable amount of parking spaces in environmentally sensitive, bay front areas. The last thing these two beautiful bay front parks need are massive parking allotments within them. The second major hurdle involves protection of manatees. Speed limits of just seven miles per hour are in place in several sections of Biscayne Bay to protect the “sea cows”, which are endangered species. Service would be far too slow to be feasible if the ferries had to follow these speed limits. As a result, the MPO is looking into the possibility of using catamarans with sonar or hovercrafts that float over the water to transport passengers efficiently without compromising the safety of the manatees.

Also, one-way trip times appear to be a little lengthy along the northern route. While the MPO estimates the trip form Matheson Hammock will take just 28 minutes, the trip from Haulover is expected to take an hour. I would think this needs to be cut to about 45 minutes for it to maximize ridership. Access to Haulover may prove difficult as well, given that it can only be accessed by A1A and is relatively isolated from residences on Bal Harbour to the south and Sunny Isles to the north.

Upon reaching downtown, the ferries would dock at Chopin Plaza (above and top pic) at the south end of Bayfront Park, which is just one block from metromover at Biscayne Blvd. & SE 2nd St. Service would run approximately every 20 minutes during rush hour and every hour thereafter between 6:00am and 8:00pm weekdays. If the county commission’s transportation committee approves the pilot, it could be running by 2009.

15 Seconds of Transit Fame

Go Miami-Dade, the People’s Transportation Plan newsletter, is offering the opportunity for transit riders to be profiled in the next issue of the newsletter. This month’s newsletter states:

The State of Our Transit Stations

While Mayor Alvarez is talking about elevated HOT lanes on I-95 and the PTP adding bus routes in the State of the County address, I was thinking in another direction: it’s time to make our Metrorail stations more accessible and pedestrian-oriented. This is of primary concern for stations along US-1, which serves as a barrier to anyone trying to use Metrorail from the south side of Dixie Highway.

Take, for example, the Coconut Grove station. It should serve as one of the most important transit gateways in Miami-Dade County, but instead functions as an isolated entity. Countless times I have interacted with tourists at both ends of 27th avenue in the Grove, asking me where the Metrorail station is probably because a) it is effectively cut off from the neighborhood and b) there is little urban continuity between the station and Grand Avenue that is emblematic of a place where people walk and take transit. Check out the pictures below:

Besides having to wait at least two minutes for the light to change, the man crossing the street (in front of white truck turning left in this pic) had to dodge a car turning right-on-red from southbound 27th avenue, then step in front of this line of left turn traffic, and this is just to get to the median. Once he gets across the street, he is flanked by a very large gas station and chaotic stretch of merge-lane, followed by this.

The point is, better integration between Metrorail stations and adjacent streets and intersections is critical to the success of Metrorail, as well as realizing the pedestrian-oriented urban goals for Greater Miami. I guarantee there are people who would otherwise ride Metrorail but are turned off by either the prospect of crossing US-1 or the auto-centric environment of streets leading to the stations.

MDT Honors Rosa Parks

Studies Favor Density Along US-1

Count them. Not one, or two, but three independent studies call for increased density along the US-1 rapid transit corridor.

Recent Miami 21 studies, Miami-Dade Watershed Studies, and Coconut Grove planning studies all encourage increased density along US1 and near Metrorail stations.

I don’t know about you, but there is nothing better than some cold hard facts to combat the closed minded NIMBY thought process:

“Rush hour is already a nightmare; this will make things even worse,” said Kenneth Newman at a recent meeting between the developer and Grove Residents. “A lot of people are saying that it’s not going to work because rich people don’t ride the Metrorail…they have nice cars and they want to drive them,” says one Grove activist [Mr. Nimby] who wishes to remain nameless.

Wrong!

However, studies conducted by the transit department reveal a pattern that seems to have less to do with income level and more to do with urban design.

We needed a study to reach that conclusion after 20 years!? You could have looked at just about any other city in the world to see that we were doing things backwards.

Dadeland South and Dadeland North, the two southernmost Metrorail stations recorded the seconded highest weekly ridership averages of more than 6,500 boardings each. These two stations are not located in high poverty areas.

I wonder, perhaps, by how much the daily use of metrorail is going to increase once the units at Downtown Dadeland, Toscano, Colonnade, and Metropolis come fully onto the market. Let’s not forget about the upcoming Town Center project (lame name, I know) and final Datran building which are slated to include up to six additional office high-rises in and around the Dadeland area.

As Ryan showed below, the city is planning on investing millions of dollars to transform the area along 27th avenue from the metrorail station to the CBD of the grove. The plan includes better urban planning than what we’ve seen in most Miami neighborhoods and is a great way to integrate metrorail with the coconut grove district. Grove Residents are always citing parking/traffic concerns, but, if only they would get out of their cars then perhaps they’d begin to understand what a better place the grove could be…

Extreme Makeover: 27th Avenue

Fortunately for Grove residents as well as other Miamians, 27th Avenue between US-1 and Bayshore Drive will soon be getting a long overdue makeover. This important stretch of avenue that links the neighborhood center with Coconut Grove Station has long been in shameful condition for pedestrians.

The plan to beautify 27th Avenue is to include expanded sidewalks, tree landscaping, and a mini traffic circle at the intersection of Tigertail, Day, and 27th. Predictably, some Grove NIMBYs are voicing concerns about parking. Apparently, they’re worried that the project right-of-way on both sides of the avenue will eliminate hideous lagoon parking in front of buildings in favor of widening sidewalks. God forbid anyone takes away “reserved” parking spots to add/widen sidewalks.

Below are some pictures showing what it looks like to take a walk from the southern part of the avenue to US-1:

The first leg of the walk does not even have a sidewalk, just a series of ugly, windswept sand and gravel parking lagoons for several apartment buildings.

The sidewalk first appears awkwardly (I’m not sure that word does justice here) about 20-25 yards from the street behind another parking lagoon. If this doesn’t symbolize walking as an afterthought in this community I don’t know what does.
More discontinuity that ruins the street. The sidewalk reappears in the middle of this parking lagoon flanked by what else, cars.
Another awkward stretch of sidewalk flanked by a gas station and huge swath of asphalt, which serves one main function: allows cars an excessively wide turning radius from Bird Rd.
This enormous chunk of asphalt adjacent to EZ Kwik is such an eyesore it makes me sick to look at. The city recently put in a speed bump on the corner of Bird just keep cars from using this space to evade traffic at the light. Talk about putting a band-aid on a stab wound.
Just past EZ Kwik, the sidewalk suddenly disappears again, forcing pedestrians to walk across a sand and gravel wasteland.
After getting back on the sidewalk again, one comes to this mini office park that warns pedestrians to watch for cars. Shouldn’t it be the other way around?
More discontinuity. After being steered into a jungle-like setting, the sidewalk is again fragmented by a parking strip – far from the street by the way.
After reappearing, the walk finally terminates at US-1. The trash isn’t always there, but a greater pedestrian presence would require sidewalk cleaning to be more consistent.
