Thats an extremely high traffic area, even at 9:45 at night. There had to be dozens of witnesses. Also notice the complete lack of crosswalks in the area to get from the shopping area to the neighborhood on the South side of 104th St despite it having a population density of about 12,000 people per square mile (horribly designed of course).

yea there has to be lights because alot of people dont know how to cross and most people in miami dont care.
