I understand where you're coming from; but it's likely that this is from a capital  fund of some sort, which would, as you say, come from a different "pot" of money.

Fare evasion is a huge problem, and while systems can be cheated no matter how well they are designed and implemented, the new system being implemented will help MDTA recoup money they are losing due to this issue.</description>

		<description>So wait, they're in a financial crunch, and then decide to spend 44mi$ on this? Or is it a different pot of money. Some of this sounds ok, but it also sounds aimed at controlling our use of transit rather than expanding services, which is what we really need.</description>
