Unity is definitely unique…

Robert Samuels, along with other staff writers of the Miami Herald has been writing this week about Unity Boulevard, perhaps better known as 27th Avenue. This thoroughfare traverses four of the most culturally and economically diverse areas of South Florida.
While the article delves into detail on the neighborhoods of Miami Gardens, Opa-Locka, Liberty City, Little Havana, and Coconut Grove, Samuels and his team wrote a particularly poignant description of the one-two punch that killed a once-vibrant, if still economically-challenged, 35-block stretch of the boulevard:
“Liberty City’s not like it was,” said Edwina Howard, 68, who was waiting for a bus near 79th Street. To her left was the Northside Shopping Centre, the neighborhood’s decrepit crown jewel of retail, now undergoing a $14 million renovation. In front of her was a burned-out hair supply store.

“Things were much better,” Howard said. “There were much better shops and they kept the place clean. I’d go to Sears or J.C. Penney at that mall. Now, I have to go to Dadeland Mall or one in Pembroke Pines.”

The area never recovered from 1980. Blacks erupted in riots that year, after an all-white jury acquitted white police officers charged with beating to death a black man named Arthur McDuffie.

Past Northside, more empty lots appear. One small matchbox house advertises collard greens. Another offers barbecue ribs. Both are locked up.

If you ask why the businesses disappeared, some say that all you have to do is look up.

You’ll see the Metrorail.

The neighborhoods beneath it — from Northwest 76th Street, the northern end of Liberty City, to 41st Street, in Brownsville — are the poorest on Unity Boulevard.

“The Metrorail decimated this neighborhood,” community activist Kenneth Kilpatrick said. “This place used to have a lot of business, a lot of good things. And then Metrorail came, and they all left.”

But why would something that was billed as the be-all end-all transit system destroy a neighborhood, rather than provide the enhancement intended? Samuels writes simply that according to Kilpatrick, the stores along this portion of the Avenue couldn’t stand the dearth of customers due to the length of construction of Metrorail through this corridor.

Having ridden the train through this area countless times, I’ve often wondered the same thing. On occasion, I’ve wanted to exit at Brownsville, Dr. Martin Luther King Jr., or Northside stations, and walk along the 27th Avenue corridor myself, to see if I could figure out what I might be able to do to help bring this community alive. But as sure as the train kept moving down the line, my thoughts soon turned to other items - typically my upcoming transfer to Tri-Rail.

Nonetheless, Samuels’s article, especially the part on Liberty City in which he interviews James Brimberry on becoming owner of the last remaining Royal Castle, has reignited that flame. It makes me want to drop everything and go there for one of their burgers. Perhaps that can refuel me and my once-perpetual thoughts of helping redevelop the neighborhoods the train was supposed to bring people to. This desolate space, once teeming with individually-owned and operated businesses, has so much potential to become one of the most livable neighborhoods in the county.

Miami News & Commentary

  • The State growth management planners have officially drafted a report recommending Miami-Dade County commissioners to reject the most recent bids to move the Urban Development Boundary further west. The issue will now head back to county commissioners who will vote again based on the state’s recommendations.
    • We really did not see this going any other way, considering the state has repeatedly warned County Commissioners on the devastating consequences our area would face should the UDB be extended west. We hope that Sally Heyman stays true to her word and reverts to her original vote against the expansion and are perplexed that this issue will somehow only narrowly be defeated. When it comes to the UDB, much of the county commission does not vote in the best interest of constituents. We’ll keep you posted as to when the County will be meeting, but in the meantime e-mail your county commissioner
  • Miami-Dade County Commissioners gathered in Washington D.C. this week to meet with Federal Transit Administrator James Simpson to discuss the fate of the upcoming N/S and E/W metrorail extensions. The N/S extension was recently downgraded due to financial uncertainty within MDT. Simpson urged the county officials to work together and put an end to the racial bickering which has plagued much of the county’s projects since the 1970s.
    • We hope that the County administration comes back home with a clear understanding of what needs to be accomplished in order to see these projects come to fruition. MDT and the Commission should be ashamed that these critical projects were downgraded because of poor management however, given the poor management of previous projects and ridiculous cost overruns, this really shouldn’t surprise us. Transportation options shouldn’t become the center of a cultural war, on the contrary, transit should unite our neighborhoods and make county-wide mobility easier for all.
  • The city of Coral Gables is looking into creating plan that would provide free parking to the drivers of electric vehicles. The plan is being considered after a recommendation by the city’s economic development board altered Commissioner Ralph Cabrera’s initiative to provide more downtown bicycle parking. Meanwhile, some within the city were looking to expand the initiative to provide reduced parking fees for owners of hybrid vehicles.
    • We commend Commissioner Cabrera for introducing some greener initiatives and for the city’s support in making Coral Gables a bicycle friendly community. Free parking for electric vehicles may be ahead of its time, considering that few electric vehicles are available on the market today, but the city is headed in the right direction in providing the local infrastructure to even make this technology possible. The exclusion of hybrid vehicles from this proposition is recommended by Transit Miami due to the varied nature of hybrid vehicles (20 mpg Yukon Hybrid - 50 mpg Prius.) We believe the city needs to continue in the green direction by subsidizing only virtually zero emission projects (Bicycle, EV, Trolley, Pedestrian, etc.)

Thursday Quote: Life on Havana’s Streets; a model for American Cities

Today’s quote comes from a phenomenal short video put together by our friends over at Street Films and the Project for Public Spaces on the vibrancy and quality of life of the streets of Havana. Although we agree Havana is not the ideal city to emulate, we could learn a lot from the beautiful urban streets, clearly designed for social interaction rather than vehicular dominance. Each narrow street of Old Havana is bustling with life as every ground level structure is opened up to the pedestrian realm. Meanwhile, the wide boulevards provide ample park space, recreational space, and plenty of foliage. The film clearly shows how this type of construction, for people rather than vehicles, promotes neighborhood and societal values, something we should be certainly promoting across Miami. The Future of Miami Beach, Part 2

Recall the post where I had the opportunity to interview Miami Beach chief of Staff AC Weinstein? Good, because here are some thoughts I drew up on the conversation, many of which I commented directly to AC throughout our first of many discussions on the future of Miami Beach…

Now, the first question on development, I fear, may have been interpreted a little bit too literally, but that is what happens when you try to be so precise with the wording of questions. The intention was never to correlate the cranes in Miami ensure economic vitality, but rather insinuate how in such a difficult market would Miami Beach continue to grow in order to ensure a steady tax revenue stream and thus guaranteeing the future economic vitality of Miami Beach industry. I was also hinting that height restrictions and true urban density should not be so interconnected with increased congestion on the Beach and that absurd limitations would only hamper future economic options for Miami Beach.

I was disappointed (not surprised) upon hearing Mr. Weinstein’s reply regarding Baylink, but was utterly dismayed when discussing the reasoning behind it. The basic arguments presented against Baylink (by the Beach) have been: Hurricanes, Washington Avenue, the Flexibility of Buses, and now apparently Historic Character. Hurricanes, we’ve addressed, this is a moot point considering all wires and structures will be built to hurricane standards and underground wires are not out of the realm of possibilities. Coincidentally, the reconstruction of Washington Avenue occurred at time when Miami Beach officials were beginning to object to Baylink (remember the famous quote around then: “Baylink will further enable those people to readily access the beach?“) Baylink would only further enhance the Washington Avenue streetscape, requiring only insertions of tracks while leaving much of the rest alone. My Favorite: “Flexibility of buses.” Miami Beach is like what, 11 blocks wide where most of the streetcar will be traveling? I doubt selecting any of these two streets will pose a problem when the streetcar will be virtually within a 4 block walk of nearly every address South of the Bass Museum. You really can’t go wrong. As for the Historic City comment, please look below at the Miami Beach Streetcar Map in 1928, or click here for some solid video evidence.
My qualm with the whole Baylink discussion was that the office of the mayor has yet to provide a legitimate alternative transit solution to handle the city’s current and upcoming demand. The reports I’ve seen both indicate that congestion will reach unbearable levels by 2011 (the economic vitality I was hinting at earlier would certainly suffer) all but promoting the idea of a longer termed solution. The office mentioned no plans to improve (or green) bus capacity, build transfer stations, or work with MDT to enable better signal prioritization along key corridors.

We’re pretty excited the Mayor’s office created the Green committee, however we’re not quite sure what tasks the committee will be tackling or what the stated goals of the committee are. There aren’t any plans, yet, to push for mandatory LEED certification on new construction or considerations for alternative fuels, car sharing, or other equally progressive programs.

The Bikeways and expanded bike lanes were a breath of fresh air. It’s reassuring to see the city take the necessary steps to move in a bike-oriented direction and even require bicycle parking. I hope the city (and perhaps the green committee) see that the addition of transit will only further enhance the cycling options while creating a much cleaner environment along the beach.

All in all, my conversation with Mr. Weinstein proved to be beneficial to us here at Transit Miami, as well as with many of the Miami Beach constituents. Mr. Weinstein provided us with a glimpse of the mentality issues we’ll have to face in the coming years in order to see real public transportation options come into fruition while providing a fresh, new perspective on the bicycle/pedestrian improvements the Beach hopes to make.

MDT Meetings Postponed

(Miami-Dade County, FL) — The Feb. 26 and Feb. 28 public meetings on the status of the Miami Intermodal Center (MIC)/Earlington Heights (EHT) Connector Metrorail extension project have been postponed until further notice. The meetings will be rescheduled at a future date.

Metro Monday: Hamburg’s Elbe Tunnel

In 1911, an innovative tunnel opened in Hamburg, Germany beneath the Elbe River which featured very unconventional (and impractical) car elevators to access the passageway. The tunnel is still fully operating today, but mostly serves as a pedestrian passageway and tourist attraction. Check it out:

Enrique Penalosa Shares His Wisdom

Former Mayor of Bogota, Colombia, Enrique Penalosa, is internationally renowned for his progressive transit and bike-oriented urban planning policies that have helped transform the Colombia capital from a congested car-centric nightmare to a much more livable city in less than decade. Earlier this week, Penalosa came to New York to speak in support of Mayor Bloomberg’s congestion pricing proposal that holds the power to make NYC an even more livable city by forcing cars to pay $8 to enter Manhattan anywhere below 60th St from 6am-6pm. Thanks to our friends over at Streetsblog, who created this video, we can see that from Copenhagen to New York, Vancouver to Bogota, the livable cities movement is in full gear.

Miami 21 to be Unveiled for Whole City

After more than two years of work, it seemed that Miami 21 was finally set to arrive late last year. However, some officials and many residents were upset and confused by the way Miami 21 was to be implemented, one quadrant at a time instead of the entire city at once. According to the Miami Today News, though, Miami 21 authors Duany Plater-Zyberk (DPZ) have now decided to unveil the zoning code for the entire city at once.

According to the Miami Today News piece,

City Manager Pete Hernandez told commissioners last week in their first public update since the summer that city staff and the consultants “have had an extensive number of meetings” and will be ready to post the latest draft of the code on the Web early next month.
This is good news overall, as I believe this makes Miami 21 even stronger while appeasing residents and officials concerned over the original quadrant-by-quadrant implementation plan. The downside? It looks like we’ll have to wait at least another eight months before the new code can be implemented. This will make Miami 21 a three-year process, but if that’s what it takes to get it implemented, and done right, then so be it; this is too critical for the city’s future to let another eight months get us down.

When FDOT Transportation Funding = More Sprawl

Due to the volume of e-mails, I know when we are running behind on a given topic (sorry!) but hey, you can always count on us to cover every transit/development related story sometime within the given week.

This week’s topic is how FDOT, like every other DOT across the country (I guess the Feds set the precedent here), is trying to raid the public transit funds for more road expansion projects in the Greater Miami Area (get used to it folks, we don’t fly with the “South Florida” nomenclature around here.)

On one end is the Florida Department of Transportation, or DOT, trying to keep money it uses to build and improve state roads. At the other is Tri-Rail, struggling to find money to fund the commuter train’s operations and pay for new projects.

Let us analyze this statement briefly. The Florida Department of TRANSPORTATION (not too aptly named, eh?) is trying to raid the nation’s fastest growing public transportation system (tri-rail) of hundreds of Millions of Dollars over the next 5 years for various road widening schemes? Jeff Koons of the Palm Beach MPO and Tri-Rail governing board has the right idea:
“I wish we had more dollars, but by [giving Tri-Rail] the $2, I hope they realize this is a crisis,” he said. “The state needs to take a look at adding some funding sources for regional mass transit.”
Without this dedicated funding source, Tri-Rail, like all of the sprawl inducing road projects, would be dead in the water. The Agency would have until October to come up with $17 million or else shut down in the midst of 2 years of solid growth, capacity expansion, and recent train dispatch control.
If Tri-Rail doesn’t get a dedicated funding source and if the three counties cut their funding next year as expected, Tri-Rail officials say they’ll have to drastically reduce service. Under that scenario, Tri-Rail could default on a $334 million federal grant used to construct a second track because the money was awarded based on the agency’s pledge to operate at least 48 trains a day weekdays.

The troubling aspect of this issue is not only how we continue to heavily subsidize our roadways at an uncontrollable rate, but that our state transportation agency is attempting to financially dismantle our commuter rail system in order to expand congestion. The State continues to battle itself, by working on projects that contradict themselves: Tri-Rail, Road expansion, HOT Lanes, etc. The FDOT epitomizes a transportation agency and policy that is anything but; eager to shift resources away from reasonable solutions and further legitimizing the misconceptions often encouraged by people like Gregg Fields:

But is it streetcars we desire? The mass transit message is decidedly mixed. One day earlier this month, Tri-Rail celebrated ridership hitting a whopping 15,000. There are Burger Kings with more traffic at their drive-thru windows — and they serve food.

The Future of Miami Beach, Part 1

I had the opportunity recently to sit down an speak with Miami Beach Chief of Staff AC Weinstein, who on Mayor Bowers’ behalf, was kind enough to answer some critical questions for us on the future of Miami Beach. I’ll post the questions/Answers below and follow up with some commentary tomorrow:

TM: The greater Miami area is awash with development, cranes, and construction, a sign of prosperous economic times, without permitting overdevelopment in Miami Beach, what will you do to continue to ensure the economic vitality of one of our strongest engines?

AC: All the development in Miami Beach does not ensure economic vitality; rather the economic vitality will continue to be the proper balance of reasonable development and respect for our residential neighborhoods. Overdevelopment does not ensure economic vitality of Miami Beach.

Referendum questions in height variance above 3 feet must go to the voters.

TM: Recent studies conducted by various planning experts suggests that Miami Beach will be ready (from a congestion standpoint) for an effective public transportation system around 2011. What is your position on improving public transportation on Miami Beach, particularly concerning the Baylink proposal? If you are against the proposal, please share your concerns, reservations, and alternative plans you suggest.

AC: MPO committee member informed the subcommittee will not see baylink in our lifetime. The Mayor has always leaned against the baylink system, because residents want to remove overhead wires. The shuttle buses are more compatible with our historic city and are more reliable than streetcars. The city recently completed a Washington Avenue Streetscape and would not want to tear up the roadway to install tracks.

TM: The environment has become a hot topic both locally and across America. This issue is obviously a concern to Miami Beach due to the possibility of rising seas, extensive beach erosion, and loss of vital fish habitat. What plans do you have to push Miami Beach in a more ecologically friendly direction? (I am specifically referencing LEED certification, reduced vehicle demand, and water conservation.)

AC: The Mayors office has created a green committee to specifically research this issue and looks forward to the recommendations of this committee.

TM: Given the fact that approximately 50% of Miami Beach residents do not rely on a vehicle as a primary means of transportation, what improvements can you foresee evolving to make the city more hospitable to pedestrians and cyclists?

AC: The Mayor has established a Bikeway committee to address this question and with commission approval new bike lanes and greenways will be moving forward. Greenway could be possible along Indian Creek, however, we need ROW from property owners.

TM: How do you feel about a Bicycle sharing program similar to the Velib recently installed in Paris

AC: It is an interesting program that I think would work well with our city. New construction will be required to include bicycle racks.
