Commission Goes Crazy

A national transportation commission, with the scary sounding name of “National Surface Transportation Policy and Revenue Study Commission,” released a report last week known as Transportation for Tomorrow. This report calls for, among other things, raising the gas tax by 40 cents in five years, creating a new federal bureaucracy, imposing federal regulations on states ability to draw private investment in things like Public-Private Partnerships, and adding a federal transit tax on every transit ticket sold.

Ouch. Let’s look at this thing piece by piece. My first thought on the gas tax was that it wasn’t too bad of an idea. The Federal Highway Trust fund is expected to be short $4.3 billion in 2009, so a higher gas tax would solve the immediate problem. But U.S. Secretary of Transportation Mary Peters and two other commission members released a dissenting report, where they point out some serious problems with the federal gas tax. First, the federal government already plays too large of a role in transportation funding. Since the feds redistribute the wealth between states, Florida and other states don’t get back what they pay in gas taxes. According to this report, the Miami-Fort Lauderdale Metro area gets only 61 cents for highways for every dollar paid in gas taxes, or 90 cents for the overall transportation network, including transit. It’s bad enough that our area has to pay for highways in Tampa and Orlando through redistribution of the state gas tax. But it’s much worse that we have to pay for transportation improvements in places like Alaska.

The second problem with increasing the gas tax is that it is a flawed system. With more fuel efficient cars and even a few electric cars on the road today, some users are not paying as much as others for the same service. As Secretary Peters pointed out, we need a new alternative. All users should pay for using the road, whether it be at a toll booth or using some kind of GPS mileage system or whatever. But now is a good time for change, as several states are already looking into alternative funding sources. If the federal gas tax is left alone, the shortfall in funding will gradually force states to seek alternatives such as these.

Creating more bureaucracy is a bad thing, especially at the federal level where it will only strengthen the federal control of transportation. Telling states what they can and cannot do with private investment will only hurt projects like I-595 and the Port of Miami Tunnel, and make states even more dependent on federal dollars for transportation improvements.

Taxing transit tickets is sheer lunacy. Thankfully, Peters also comes out against this. Transit agencies set prices to cover as many costs as they can while still attracting the number of riders they need. If the federal government throws a tax on every ticket (the actual commission report says “all trips,” which would apply to free trips like the Miami MetroMover), that will only upset the balance the transit agency has reached between revenue and ridership. They would be forced to sacrifice their ridership or reduce fares and eat the cost of the tax themselves. The tax money would go to the general fund, where it could go towards paying for new highways or someone else’s transit system. So the chances are good that it will take away money from transit agencies. I will personally write to any congressman who dares to introduce such idiocy into a bill and I hope that the thousands of transit riders would also join us in opposing such an idea.

Mid-Week News and Commentary

It somehow always seems that when Transit/Development news flares up, so do events in our personal lives. In any case, here are some of the top news stories this week, some of which we’ll get around to commenting on:

Local:

  • The next phase of the Metrorail extension hasn’t even broken ground and already the cost overruns have begun. This time Parson’s is looking for an additional $13 million in “Consultant fees.” I’m not specifically implicating that Parsons has something to do with this, but, I find it intriguing that nearly every project they’ve worked on locally (Miami Intermodal Center, MIA North Terminal, MIA South Terminal, PAC, Boston’s Big Dig, etc.) has come in way over budget. Is there something we don’t know, or is it really that easy to bilk the county out of money once you’re hired to do contracting/engineering/management work? I guess choosing the French construction giant Bouygues Travaux Publics, wasn’t such a bad idea after all.
  • Top issues for Kendall this year? Forget Cityhood, how about congestion, lots of it. It’s only getting worse too as years pass and opportunities for real transit come and go (Tri-Rail Kendall link anyone?) If the Kendall community fears Tri-Rail trains traveling down an existing ROW behind their houses or an “unsightly” elevated rail down Kendall drive is going to lower their property values, just wait and see the nose dive congestion will cause. At least the recent efforts have paused (momentarily) foolish FDOT hopes of expanding Killian to 6 lanes west of 137th Avenue. Perhaps Kendall residents are beginning to realize that the car isn’t a viable solution…
  • Like him or not, Manny Diaz has a Vision. We’ll dig into this much more in depth soon…
  • I’m liking the looks of a final panel report on the UDB. Key part of this would require 3/4 of commissioners to move the line for projects and would bring in an outside firm to redraw the line.
  • Live Nation is set to bring yet more events to Bayfront Park. Can’t a Park just be a Park? I’m not arguing against the Museums, those are neccessary, but why does Bayfront need so many attractions to make it successful? I think the park would induce more local use if there was less cement and far more shade trees, just a thought…
  • The Federal DOT has given MDT a grant to purchase 16 hybrid express buses for the new HOT lane project on I-95. The buses will travel from downtown Miami to Ft. Lauderdale. Now can we please modernize the system and implement farecards (and new machines) that are transferable on all 3 local agencies?
  • Don’t ride Transit, Buy a BMW…No seriously, Norman Braman wants you to buy a BMW and skip out on urban life…Oh, more on this soon…However, please follow this link for some laughable signs of hypocrisy…
  • Gasp! This first paragraph says it all: “The [Palmetto Bay] Village Council approved a special permit allowing a new commercial development to put all of its parking spaces on the street at a zoning hearing Monday.” Note: A special permit. I know this is a young, incorporated bedroom community and all, but seriously, can we get some logical planning oversight around there? (In Case you missed it, we’re glad to see the use of on street parking in this and other bedroom communities…This shouldn’t be a special instance, but, rather the norm….)
  • Watering rules in effect now till forever. Green lawns aren’t a necessity folks…
National:
  • Cape Cod wind farm moves one crucial step closer to disturbing a bunch of rich folks’ “pristine” views…
  • Northern Virginia (and Atlanta) is getting closer to funding a new streetcar. Not enough BMW dealers in the area I guess…

Nick, Charck, and Alex got it — it’s Church Street in Burlington, VT. Everyone was able to narrow it down to New England, however.

I love Church St because it embodies so many quality urban elements. The street is completely closed off to cars for several blocks, allowing people to comfortably utilize the public space in many ways.

The urban design is of high quality, with multi-story mixed use buildings defining street space as well as physically welcoming people on the street. In classic New England form, the street terminates as a “T-intersection”, showcasing a church (a public building/meeting house) as a symbolic gesture that the street is a functional community space and democracy is at work.

As you can see, this space is active year round despite Vermont’s frigid winter weather. During the summer and fall it’s a great spot to shop, dine al fresco, or just take a stroll with a friend or family member. Some of the surrounding streets are even bike-friendly, with bike lanes linking to the city’s network.

It’s hard to see how this scale could be objectionable to anyone; with Miami 21, we could expect to see quality urbanism of this scale in several neighborhoods.

Miami Circle, What to do? Part 2

The Miami circle is an attraction, a cultural focal point of our area’s heritage, and will ultimately become a destination for visitors and locals alike. It will provide a glimpse into real prehistoric culture without today’s seemingly artificial representation of Native American Culture. The National Park Service is looking for ideas for what to do with the Miami Circle site and here is what we suggest:
  1. The Miami Circle should be a protected exhibition connected with a local museum (historical Museum of Southern Florida or the new Museum of Science at Museum Park come to mind.)
  2. The exhibition should be located in a passive park with abundant benches, trees, lighting, some sort of protective canopy over the exhibition itself, and little else.
  3. The park should be easily accessible for pedestrians, i.e. no parking, this is downtown and plenty of alternatives exist and are readily available. Those seeking to drive will likely be able to find a spot in the adjacent Viceroy.

Our suggestion is a combination of the National Park services’ options 1 and 4, found here in the Planning, Environment and Comment section of the website. The full plans can be found in this PDF. We’re fond of the integration with the surroundings of Option 1 and the absence of surface parking, facilities, and extreme amounts of pavement. Option 4 presents visitors with a chance to see the remnants of the Miami circle in a protected way and creates a point for guided boat tours on the bay.

Once again, I can relate a scenario in Miami to an existing project in Vienna: The Roman Ruins outside of the Hofburg Imperial Palace. The preservation of the Roman Ruins allows visitors to glimpse back 2500 years to the founding Vindobona. The ruins are encircled by a wall which allows viewers to peer down at the remaining structure, located some 25 feet below street level.

Metro Monday: Vancouver’s Canada Line

“At a length of nearly 19 km, the Canada Line will be an automated rapid transit rail service connecting Downtown Vancouver with central Richmond and the Vancouver International Airport — linking growing residential, business, health care, educational and other centres in the region — and adding transit capacity equivalent to 10 major road lanes. The Canada Line will connect with existing rapid transit lines at Waterfront Station and major east-west transit services, creating an enhanced transit network to serve the region in time for the 2010 Winter Olympics.

The line is expected to carry 100,000 passengers per day at launch and 142,000 passengers by 2021. Travel times southbound from downtown Vancouver will be 25 minutes to Richmond Centre and 26 minutes to the airport terminus. Northbound, trains will leave Richmond City Centre and YVR every six minutes heading to Vancouver. The departures will be coordinated to allow for a train every three minutes on the main line in Vancouver.”

What GPS Tracking for Buses Could Look Like

First, I want to thank everyone who has shared their thoughts regarding the Metrorail Train Tracker. It is precisely this kind of input/involvement that is so critical to helping improve mass transit and livability in Miami-Dade County.
Judging by comments and emails, it sounds like many Miamian choice-riders would opt for riding Metrobus at least once in a while if the schedule was much more predictable. I very much agree and feel strongly that GPS tracking for buses is the future in coach transit. Just to get an idea of how a system in Miami-Dade might function, check out this link that shows a live map of GPS-tracked buses in Boulder, CO (it even shows the live speed of each bus!).

The World’s Cheapest Catastrophe

We haven’t learned from our mistakes, that’s for sure. Henry Ford launched the model T, in an effort to make vehicles affordable to more people. Recently, Indian carmaker Tata Motors launched the world’s most affordable car, whatever that is, with a base price tag of just $2500. Shocking, I know. Ratan Tata touts the Tata Nano, pictured above, as “The People’s Car” and as MSN said, it is bringing “car ownership into the reach of millions.” There is a fundamental problem here: we are continuing down a path of unsustainable practices and living. There are clear lessons that still have not been learned from our past mistakes and will only become further compounded with vehicles that facilitate car ownership. This statement, an excerpt from a Forbes article, really irks me most:

“Most of all, it would give millions of people now relegated to lesser means of transportation the chance to drive cars.”

No Comment.

“The potential impact of Tata’s Nano has given environmentalists nightmares, with visions of the tiny cars clogging India’s already-choked roads and collectively spewing millions of tons of carbon dioxide into the air.

Industry analysts, however, say the car may soon deliver to India and the rest of the developing world unprecedented mobility.”

I would like to ask these industry analysts what sort of mobility do they expect if India’s roads are already overburdened and suffering from extreme congestion.

The car culture of the United States has sadly been exported to nearly every developing nation. The devastating effects this will undoubtedly cause cannot be quantified economically or ecologically for the world as a whole…

National Park Service Asks Community what to do with Miami Circle, Part 1

The National Park Service wants to know what the community thinks is the best scenario for the well known Miami Circle park. There are three scenarios ranging from a “passive park” to “the gateway to Biscayne Bay regional educational efforts” which calls for the building of a visitor center and the need for boat tours.

Has Metrorail’s Train Tracker Affected Your Commute?

Back in November, we showcased Miami-Dade Transit’s new “Train Tracker” program, which is supposed to allow Metrorail riders to easily locate trains and know exactly when they are projected to arrive at your departing station.
We want to know if you’ve used it, and how effective/accurate it has been thus far. Has it made your commute any smoother or more predictable? Has it made it more likely that you’ll use Metrorail? As always, your thoughts and opinions are much appreciated.
